Support for change.
Not a promise of funding.

Transformation takes investment in people, processes and implementation. Eligible projects may receive support under different programmes.

Up to 90%

NACE@IAL consultancy support

Maximum rate for qualifying SMEs, subject to IAL terms, eligible project scope and confirmation. Non-SMEs: up to 70%.

Up to S$150,000

WDG(JR+) overall enterprise cap

Maximum support across approved components. Up to 70% for SMEs or 50% for non-SMEs; component subcaps apply.

Maximum support levels, not guaranteed awards.

Each programme has separate eligibility, cost and approval requirements. LEA is a NACE@IAL consultancy pathway, not an additional grant to stack on top of the same NACE costs.

01 · LEA

Learning Enterprise Alliance (LEA)

Learning Enterprise Alliance (LEA) is part of IAL's NACE@IAL workplace-transformation consultancy suite; it is not a separate, automatically stackable grant. IAL presents LEA as a workplace-learning and transformation pathway intended to support employee performance and productivity. Its published time commitment is approximately 6–9 months.

Funding and limits

  • Up to 90% funding for qualifying SMEs and up to 70% for non-SMEs, subject to IAL terms and confirmation.
  • These are maximum support rates, not guaranteed awards. Confirm the eligible-cost basis, fees and any applicable cap directly with IAL.

Eligibility and participation

  • IAL lists a minimum of 20 employees for LEA.
  • For the up-to-90% SME funding rate, IAL states that the enterprise must be registered or incorporated in Singapore and meet either of these size tests: annual sales turnover of no more than S$100 million OR employment of no more than 200 employees.
  • Appoint an internal project champion and provide supporting team members. The indicative time commitment is approximately 6–9 months.
  • IAL terms apply. Confirm project eligibility, fees, funding treatment and designated-consultant arrangements with IAL before commitment.

Potential project areas

  • Standardised SOPs, structured OJT and improved onboarding or knowledge transfer.
  • Internal workplace trainers and coaches, competency frameworks and skills matrices.
  • Frontline performance, operational consistency and sustainable workplace-learning systems.
  • These are project concepts to discuss with IAL—not an assurance that every listed activity is supportable.

How Catailis can support

Catailis can independently help clarify needs, frame questions for IAL and develop a preliminary transformation concept. Catailis is not presented as an IAL/NACE@IAL provider, designated consultant or approved consultant, and does not determine eligibility or secure funding.

LEA is one of the NACE@IAL consultancy pathways. Formal delivery follows IAL’s designated-consultant and programme arrangements. Catailis does not claim IAL designation or approval.

02 · NACE@IAL

NACE@IAL consultancy pathways

NACE@IAL offers outcome-focused workplace-transformation consultancy. This section covers the Starter and Enhanced pathways; LEA is also a NACE@IAL pathway and is described separately above, not as an additional grant to stack automatically with these pathways.

Funding and limits

  • Eligible SMEs may receive up to 90% funding for consultancy projects; non-SMEs may receive up to 70%, subject to IAL terms and conditions.
  • The reviewed IAL page does not state a pathway-specific monetary cap, subcap, co-payment amount or complete eligible-cost list. Confirm fees, cost treatment and funding calculations with IAL.
  • Funding is a potential maximum, not a commitment that a project or all project costs will be approved.

Eligibility and participation

  • IAL displays Starter eligibility as ‘NA’. This does not establish that every enterprise, project or cost is eligible; programme conditions and IAL confirmation still apply.
  • IAL lists at least 20 employees for the Enhanced pathway.
  • For the up-to-90% SME rate, IAL requires Singapore registration/incorporation plus annual sales turnover of no more than S$100 million OR employment of no more than 200 employees. IAL lists up to 70% for non-SMEs.
  • Each pathway requires an enterprise-appointed project champion and team members to support the work.

Potential project areas

  • Structured workplace learning: training roadmaps, OJT guides, competency standards and assessment tools.
  • Internal trainer capability: preparing supervisors and experienced staff to demonstrate, coach and assess work.
  • SOP improvement, workplace performance diagnosis and learning-culture development.
  • IAL also describes job redesign, operational efficiency and digitalisation or automation. Specific project fit and funding require IAL confirmation.

How Catailis can support

Catailis may provide independent early-stage diagnosis, needs clarification and preliminary project scoping. Formal NACE@IAL projects work through IAL's designated/trusted-consultant and programme arrangements; Catailis does not claim IAL designation, approval or authority to administer funded work.

The table describes NACE@IAL, not every NACE centre. Durations are indicative. Starter’s “NA” criterion is not a guarantee of universal eligibility. Funding and formal delivery follow IAL’s current terms and designated-consultant arrangements.

03 · WDG(JR+)

Workforce Development Grant (Job Redesign+)

From March 2026, WDG(JR+) provides enhanced support for workforce transformation and job redesign under the Enterprise Workforce Transformation Package. It can support connected workforce-consultancy, capability-building and technology initiatives, subject to approval and programme rules.

Funding and limits

  • Up to 70% funding for SMEs and up to 50% for non-SMEs, subject to eligible costs, approval and programme conditions.
  • Overall funding cap: up to S$150,000 per enterprise. Component subcaps remain within that overall cap; they are not additional awards on top of it.

Eligibility and participation

  • The basic official screen is that the enterprise is registered or incorporated and operating in Singapore, with at least three local employees (Singapore Citizens or Permanent Residents). Full eligibility is confirmed during application.
  • Workforce Consultancy uses pre-approved consultants. Capability Building may also involve external HR professionals under the relevant programme arrangements.
  • Confirm SME classification, full eligibility, supported costs, provider arrangements, milestones and documentation through WSG or its Anchor Programme Partner.

Potential project areas

  • AI-enabled job redesign, AI readiness, role restructuring and higher-value responsibilities.
  • Workflow assessment, workforce analytics and practical transformation planning.
  • Developing HR and line-manager capabilities to support redesigned jobs and workforce changes.
  • Workforce Tech Solutions must be combined with Workforce Consultancy or Capability Building Initiatives. General AI software or implementation work is not automatically eligible.
WDG(JR+) component subcaps
ComponentMaximum funding subcapIndicative scope
Workforce ConsultancyUp to S$50,000Diagnosis, workforce assessment, job-redesign strategy and implementation planning
Capability Building InitiativesUp to S$60,000Developing internal HR, line-manager and workforce-transformation capabilities
Workforce Tech SolutionsUp to S$90,000Eligible workforce-analytics, manpower-management and skills-gap tools, including relevant AI-powered HR technology

How Catailis can support

Catailis can offer independent preliminary diagnosis and project scoping. It does not claim WSG pre-approved-consultant, accredited-provider or authorised application status, and it cannot promise that a client, cost or project will qualify. Formal delivery and payment must follow the relevant WSG and Anchor Programme Partner arrangements.

Workforce Tech Solutions cannot be funded as a standalone WDG(JR+) component. All three subcaps remain subject to the overall S$150,000 enterprise cap. Catailis does not claim WSG pre-approved status; funded delivery and payment must follow the relevant authorised arrangements.

04 · EDGE

EDGE Grant — business upgrading and transformation

EDGE is Enterprise Singapore’s current grant for Singapore businesses starting new projects to upgrade capabilities, improve efficiency, adopt digital solutions and expand overseas. Launched on 30 September 2026, it brings support for more than 150 activities across eight business areas into one scheme. Select the activity that fits your business need; its specific rules determine support.

Check the selected activity’s actual rate, qualifying costs and Letter of Offer—not only EDGE’s headline maximum. EDGE is not supportable under current SFEC. The current FAQ states claims open from 1 November 2026 for single-function digital solutions, integrated enterprise systems and pre-scoped equipment, and from 1 December 2026 for other activities. Completion, full payment and the relevant claim deadline still apply.

Funding and limits

  • General support: up to 50% for SMEs and up to 30% for non-SMEs. Internationalisation and sustainability activities may receive up to 70% for SMEs or 50% for non-SMEs. These enhanced maxima are not the general rate for every HR, consultancy or digitalisation project.
  • Shared annual funding cap: up to S$100,000 per company across eligible EDGE activities, for 1 April to 31 March. The cap refreshes on 1 April each year.
  • Within the S$100,000 annual cap, up to S$30,000 may be used for single-function digital solutions, integrated enterprise systems and pre-scoped equipment. This is a nested subcap, not additional support on top of S$100,000.
  • Support is reimbursement-based: complete the approved deliverables and pay the project expenses in full before making the claim, within the activity and Letter of Offer requirements.

Eligibility and participation

  • The applicant must be a business entity registered in Singapore with at least 30% Singapore citizen and/or Permanent Resident ownership. Further requirements depend on the selected activity.
  • For EDGE, an SME has group annual sales turnover of no more than S$100 million OR group employment of no more than 200 workers. The official group definition and activity criteria apply.
  • Retrospective applications are not supported. Do not start work or make a supplier, vendor or third-party payment or deposit before application submission. Any commitment after submission but before approval is at the company’s risk; submission does not guarantee approval.
  • Provider and consultant requirements vary by activity. Check any pre-approved-vendor requirements, applicable SAC-accredited SS 680 consultant certification and supplier-independence rules before selecting a provider.

Potential project areas

  • Business strategy and capability upgrading: explore a listed activity that addresses a defined business priority and produces the required deliverables.
  • Automation and digitalisation: consider eligible operational tools or integrated systems where they fit the listed scope, vendor requirements and cost rules.
  • Efficiency improvement: define process gaps and implementation outcomes, then map the proposed project to a current supportable activity.
  • HR operating models, performance frameworks, SOPs and AI adoption may be useful business needs to discuss with Catailis. They are not presented as automatically EDGE-supported activities; confirm the specific listed activity and supported costs with Enterprise Singapore.

How Catailis can support

Catailis can help clarify business and workforce challenges, prepare a preliminary project scope, define intended outcomes and assess questions to raise with Enterprise Singapore. This does not establish grant eligibility or Catailis certification. Any funded consultancy must meet the selected activity’s provider requirements. EDGE applications and claims must be submitted by the applicant company’s authorised employees or staff—not by Catailis or another vendor on its behalf.

05 · SFEC

SkillsFuture Enterprise Credit (SFEC)

As at 14 October 2026, current SFEC is a one-off credit for already-notified eligible employers. It can provide additional support alongside eligible underlying enterprise- or workforce-transformation programmes; it is not a standalone grant for any consultancy, training, technology, GST or other expense.

Check your allocated credit, underlying programme eligibility and claim timing before expenditure. The current scheme’s final claims deadline is 30 November 2026; agencies may require earlier steps. Do not assume the current rates or caps apply to redesigned SFEC from 1 December 2026. Enterprise Singapore’s EDGE FAQ states that EDGE is not supportable under SFEC; do not assume the current credit can top up an EDGE project.

Funding and limits

  • Current one-off credit: up to S$10,000 per eligible entity, covering up to 90% of qualifying out-of-pocket costs, subject to available credit and programme rules.
  • Enterprise-transformation use has an S$7,000 subcap. Workforce-transformation use has no separate SFEC subcap and may use up to the overall S$10,000 credit. These are not additive allowances.
  • SFEC supplements eligible underlying support. The 90% basis is qualifying out-of-pocket costs—not necessarily the full project price; GST and other costs are not automatically qualifying.

Eligibility and participation

  • The current credit is allocated to eligible employers based on historic qualifying periods—not automatically to every SME. Eligible employers have been notified; no separate SFEC application is required.
  • Historic qualification includes local-employment and, where applicable, Skills Development Levy conditions. Check your official eligibility notification and available credit through government channels.
  • The employer must also meet the eligibility and claim rules of the underlying supportable programme or course.

Potential project areas

  • Additional support for qualifying underlying enterprise- or workforce-transformation programmes and courses, subject to their own approval and provider requirements. EDGE is not supportable under current SFEC.
  • Current SFEC expires on 30 November 2026. Final claims for successfully applied-for supportable programmes or completed eligible courses must be submitted to the relevant agency by 30 November 2026.
  • Redesigned SFEC support is announced from 1 December 2026 under the Skills and Workforce Development Agency (SWDA). Its detailed terms were not published in the official material reviewed on 14 October 2026; await the agency’s updates.

How Catailis can support

Catailis can help clarify needs and scope an appropriate transformation concept. This does not make a Catailis fee, training course or project automatically SFEC-qualifying. Formal projects, provider eligibility and claims follow the relevant agency’s arrangements.

Scope objectives, deliverables, performance measures and implementation requirements.

04

05

Independent advisory and authorised grant delivery are different.

Catailis does not claim government appointment or programme accreditation. We can support preliminary diagnosis and project preparation. Formal applications, grant administration and funded consultancy must follow each programme’s approved arrangements. Required accreditation or appointment must be confirmed before engagement; no partnership or authorisation is implied.

Agree the scope, fees and approval conditions before work starts. Do not assume costs already incurred will be supported.

Questions, answered

A little more clarity.

Can a small SME explore workplace transformation funding?

Potentially. IAL lists Starter eligibility as “NA”, while LEA and NACE@IAL Enhanced require at least 20 employees. WDG(JR+) requires at least three local employees, alongside other conditions. Programme owners determine full eligibility; none of these screens guarantees approval.

Can grants support SOP development and Train the Trainer?

These may be relevant concepts within an approved workplace-learning or capability project. Support depends on diagnosed business needs, project scope and programme/provider requirements. Standalone documentation or training is not automatically grant-eligible.

Can AI implementation qualify for support?

AI-related job redesign, capability development and eligible workforce technology may fit WDG(JR+). Workforce Tech Solutions must be combined with Workforce Consultancy or Capability Building Initiatives. General AI software purchases are not automatically eligible.

Is funding guaranteed?

No. Funding depends on enterprise eligibility, approved scope, supported costs, provider arrangements and the administering agency’s assessment. Headline rates and caps are maximums, not guaranteed awards.

Can Catailis submit grant applications for clients?

Catailis can provide preliminary independent advice and project preparation. For EDGE, applications and claims must be submitted by the applicant company’s authorised employees or staff; vendors and other third parties must not submit on its behalf. Other programmes have their own authorised arrangements. No Catailis application authority, appointment or funded-delivery status is implied.

How much funding can an EDGE project receive?

EDGE’s general support is up to 50% for SMEs and 30% for non-SMEs; selected internationalisation and sustainability activities may receive up to 70% and 50% respectively. The S$100,000 annual cap is shared across activities, with a S$30,000 subcap for specified digital solutions, integrated systems and pre-scoped equipment. Check the chosen activity’s rate, costs and terms. No award is guaranteed, and current SFEC cannot be used to top up EDGE.

Funding information: reviewed 14 October 2026.

Rates, eligibility, available support, programme arrangements and application procedures may change. The linked official pages govern; confirm current terms with the administering agency before committing to a project. Project examples describe potential fit, not approval or eligibility.
